University of California (UC) LRDPs establish a framework of land-use principles and policies to guide future campus growth and change for prescribed periods. Berkeley Lab's proposed 2025 LRDP includes projections for campus population, building space, parking, and land use through 2045. To assess the potential environmental impacts associated with LRDP development, Berkeley Lab has prepared a Draft Environmental Impact Report (EIR, State Clearinghouse Number 2024050545) pursuant to the California Environmental Quality Act (CEQA). The decision to certify the 2025 LRDP Final EIR and adopt the 2025 LRDP will be made by the UC Regents and is expected to occur in September 2025.
The 2025 LRDP Draft EIR was made available for public and agency review and comment from April 1, 2025 through May 31, 2025. The draft 2025 LRDP was also publicly available for reference during this CEQA review period. In addition, a web-based public hearing pertinent to the proposed 2025 LRDP Draft EIR was held on May 13, 2025.
All public and agency comments – whether received by email, regular mail, or orally at the public hearing – pertinent to the proposed 2025 LRDP Draft EIR and collected during this public review period are included and responded to in the Final EIR and will be considered by the UC Regents in their decision to certify the Final EIR and adopt the 2025 LRDP.
